College of Education

The University of Batangas College of Education, formerly known as Western Philippine Colleges, has a rich history dating back to its founding on April 28, 1946. Nestled in the heart of Batangas City, it has been a stalwart in providing quality education for several decades.

In its early years, the institution offered the Elementary Teacher’s Certificate (ETC) and the Bachelor of Science in Education (BSE) with Government Recognition number 36, granted in 1953. Over time, the ETC transformed into the Bachelor of Science in Elementary Education (BSEEd) with Government Recognition number 100-1 in 1967. Simultaneously, the BSE program became the Bachelor of Secondary Education (BSEd).

The College introduced various specializations or majors for students, including English, Filipino, Mathematics, Science, Social Studies, PEAHM (Physical Education, Arts, Health, and Music), Technology and Livelihood Education, and Library Science (for BSEd). In 2005, specializations for Bachelor of Elementary Education (BEEd) students were updated to Content Courses, Early Childhood Education, and Special Education.

The introduction of Library Science as a standalone program in 2009 led to the creation of the Bachelor of Library and Information Science (BLIS) program. In 2018, due to program demands, BLIS was transferred to the College of Information and Computer Technology.

Recognizing the need for professional development among non-licensed teachers working in educational institutions, the College initiated the Certificate in Teaching Program (CTP) in 2009. In 2015, blended learning options were introduced for working students, while regular classes remained available for those not employed.

With the implementation of the K to 12 program and the entry of K to 12 graduates into higher education, the College adapted by offering new programs, starting in 2018. These included Bachelor of Early Childhood Education, Bachelor of Special Needs Education, Bachelor of Physical Education, and Bachelor of Culture and Arts Education. The College has since produced educators serving the city, province, region, and beyond, with an excellent track record in board examinations.

The College of Education has continuously strived for excellence and accreditation. It applied for accreditation under the Philippine Association of Colleges and Universities Commission on Accreditation (PACUCOA) in 1986 and achieved Level IV 1st re-accredited status. The College has consistently upgraded faculty, facilities, and services to enhance the learning experience.

Starting in the academic year 2022-2023, the College introduced the Post Baccalaureate Diploma in Alternative Learning System (PBDALS) under CMO No. 84, series of 2017. This one-year program is tailored for graduates of any 4 or 5-year degree course, aiming to meet the Department of Education’s demand for dedicated ALS educators.

The University of Batangas Teacher Education program received recognition from the Commission on Higher Education (CHED) as a Center of Excellence in Teacher Education twice, in 2008 and 2015. This recognition is a testament to the program’s commitment to producing quality graduates who secure employment shortly after graduation and hold prominent positions in various educational institutions.

Throughout its history, the College of Education has been led by distinguished deans who guided both faculty and students towards academic excellence. Notable deans include Mr. Juan Y. Javier (1946 – 1964), Mrs. Remedios L. Cilindro (1964 – 1985), Dr. Mercedes A. Macarandang (1985 – 2011), Dr. Roel A. Asi (2011), Dr. Sofia S. Arce (2011 – 2014), and Dr. Edward E. Babasa (2014 to date).

The University of Batangas College of Education has been recognized by CHED as the Center of Excellence in Teacher Education.

The BCAED program provides quality curricular offerings which are designed to form committed, professionally competent and globally competitive Music and Arts teachers who are prepared for the 21 st century challenges and responsible community members and leaders of strong ethical values.

Program Educational Objectives:

At the end of the program, the BCAED graduates should be able to: - Apply evidence –based practices derived from the social sciences and humanities in teaching and learning
- Apply multidisciplinary knowledge and skills in culture, arts and design in the teaching- learning practice anchored on the meanings and values of human creativity in a changing life-words
- Demonstrate competent and development of market and non-market oriented visual arts, music, drama and dance productions in local, regional and global settings
- Practice professional and ethical standards for teachers as well as principles and guidelines governing arts production, research and publication
- Conduct applied research in culture and the arts which will benefit local communities

The BECED program provides quality curricular offerings which are designed to from committed, professionally competent and globally competitive pre-elementary school and special education teachers who are prepared for the 21 st century challenges and responsible community members and leaders of strong ethical values.

The Bachelor of Elementary Education (BEED) program is for those who have genuine love for and exceptional ability in working with young children and who desire careers in molding minds at the formative stage; gifts which in essence amount to a calling to elementary education. It provides excellent training for aspiring and prospective elementary school teachers to develop essential knowledge, skills and attitude expected of a 21st century teacher. Students of the program are free to choose from among the following areas of specialization: Content Courses.

Mission

The BPED program provides quality curricular offerings which are designed to form committed professionally competent and globally competitive Physical Education teachers who are prepared for the 21 st century challenges and responsible community members and leaders of strong ethical values.

Program Educational Objectives:

At the end of the program, BPED graduates should be able to:
- Apply scientific and evidence –based practices critical to the educational and learning processes
- Demonstrate skillful performance in a variety of physical activities
- Adopt performance to variety of physical activity settings: ( e.g. formal classes, recreational, and competitive)
- Critically examine the curriculum (e.g. content, pedagogy and assessments) and program, and enhance ( e.g. innovative) them necessarily
- Plan and implement safe and effective physical activity programs to address the needs of the individual in school and/or industry settings
- Monitor and evaluate physical activity programs in school and/or industry settings
- Use appropriate assessments in, as and for student or client learning

The Bachelor of Secondary Education (BSED) program is for people who desire self-fulfillment in life and who wish to have careers in imparting knowledge at the secondary level of education. It provides holistic training in the tradition of UB excellence for aspiring and prospective high school teachers. Students are trained to become effective, efficient, committed, creative and compassionate facilitators of learning in the 21st century. The fields of specialization for students to choose from are : English, Filipino, General Science, Mathematics and Social Studies.

The BSED program continues to produce graduates who are excellent secondary school teachers not only in the CALABARZON area but also in the national and global arena.

Mission

The BSED program provides quality curricular offerings which are designed to form committed, professionally competent and globally competitive special education teachers who are prepared for the 21 st century challenges, and responsible community members and leaders of strong ethical values.

Program Educational Objectives

1. At the end of the program, the BSED English graduates should be able to:

- Possess broad knowledge of language and literature for effective learning
- Use English as a global language in a multilingual context as it applies to the teaching of language and literature
- Acquire extensive reading background in language, literature and allied fields
- Demonstrate proficiency in oral and written communication
- Show competence in employing innovative language and literature teaching approaches, methodologies and strategies
- Use technology in facilitating language learning and teaching
- Inspire students and colleagues to lead relevant and transformative changes to improve learning and teaching language and literature

- Demonstrate competence in designing, constructing , and utilizing different forms of assessment in mathematics

- Use effectively appropriate approaches, methods, and techniques in teaching mathematics including technological tools.
- Appreciate mathematics as an opportunity for creative work, moments of discovery, and gaining insights of the world. 4. At the end of the BSED Science graduates should be able to:

- Demonstrate deep understanding of scientific concepts and principles.
- Apply scientific inquiry in teaching and learning
- Utilize effective science teaching and assessment methods
- Manifest meaningful and comprehensive pedagogical content knowledge (PCK) of the sciences. 5. At the end of the BSED Social Studies graduates should be able to:

- Utilize appropriate various sociocultural and historical materials in explaining current issues
- Organize communities towards self-reliance and self-sufficiency
- Demonstrate leadership skills that will help in teaching or training students who will empower their communities
- Integrate local and global perspective in teaching the principle of the common good
- Employ principles of sustainable development in teaching and learning

- Display the qualities of an innovative teacher who has mastery of the subject matter

- Provide respectful and meaningful learning experiences and collaborative experiences and collaborative opportunities for students with additional needs and their families
- Respond effectively to educational needs of students with exceptionalities

Mission

The CTP is committed to provide its graduates with professional education subjects and practical, experiential field study courses in a compassionate, conducive, value-laden and technology-aided learning environment.

- Utilize in actual teaching –learning situation the concepts, theories and principles learned, while maintaining a conducive and compassionate teaching –learning environment with adequate and updated physical facilities
- Manifest competitiveness, effectiveness, efficiency and uprightness as pre-school , elementary, secondary and tertiary education teachers committed to the mission of education, imbued with a sense of vocation and dedication to the profession

Program Description

The Post-Baccalaureate Diploma in Alternative Learning System (PB-DALS) is a 30-unit post baccalaureate program with the primary goal of providing the appropriate tertiary education program that can respond to the need for competent and committed alternative learning system practitioners. Specifically, the program will offer courses on: Theories and Principles of ALS (5units), Content, Pedagogy and Andragogy (16 units), and application (9 units).

General Competencies/Program Outcomes

An individual who completes a PB-DALS is able to:
a. Serve as an advocate in the pursuit of “learning” rather than “schooling”
b. Create and maintain a learning environment that:
• promotes recognition of prior learning as respect for learners of different ages and backgrounds
• provides gender-fair opportunities as well as interest-based learning experiences, and
• ensures timely feedback and authentic evaluation of learning to reinforce appropriate learner’s behavior
c. Demonstrate an understanding that the unique nature of ALS and its clients requires appropriate teaching methodology both pedagogy and andragogy using:
• The life skills approach
• Program interventions offered in different modalities, and learning environments tools and technology to address the goal of functional literacy
• Realize that learners’ assessment is focused on practical application of the knowledge and skills acquired in the context of lifelong learning
d. Appreciate that learning can take place in a Community Learning Center (CLC) that is collaboratively established by the members of the community to serve the different learning needs of the community
e. Identify and conduct oneself as a professional, as guided by the ethics and standards of teaching profession, and able to make informed decisions for one’s growth and development
